Jason Palmer has more than 20 years' experience as a researcher and consultant. He joined CAR in 2002 and became a director in 2003. He specialises in modelling, monitoring, and analysing energy use and CO2 emissions from homes. He has managed 30 projects for government agencies, particularly the UK Government’s Department of Business, Energy and Industrial Strategy (BEIS).

Jason coordinated a major project for the Scottish Government to model and forecast CO2 emissions from housing through to 2050. This project resulted in a new energy and CO2 model, DEMScot, which represented a major step forward on any existing housing energy model.

Jason subsequently coordinated a larger research project for the Department of Energy and Climate Change (now BEIS). This included building the Government's housing energy model, the Cambridge Housing Model, writing Great Britain’s Housing Energy Fact File in 2011, and the UK Housing Energy Fact File in 2012 and 2014, and preparing domestic energy data to be used in National Statistics. He coordinated CAR’s work for DECC/BEIS analysing the Housing Electricity Survey, our work on the Cost of Retrofitting Homes, and the Barriers to Energy Retrofit for Social Housing.

Jason also worked as an Evaluator on Innovate UK’s £8m Building Performance Evaluation programme, and wrote the main Findings Reports for domestic and non-domestic buildings. He led a major research project with Leeds Beckett University for BEIS, measuring heat loss from party walls in 60 homes, and he recently completed work for the Energy Systems Catapult defining 20-year upgrade pathways for existing homes to adopt electric heating painlessly. Both of these are now published on GOV.UK and es.catapult.org.uk, respectively. Jason is currently leading two large empirical research projects - one examining real-world performance of an innovative heating upgrade, and the other using smart-meter data to quantify heat loss from homes. He is also a Referee for the journals Building Research and Information and Energy and Building.
